I think that the person who created this was trying involve the Chimp that went "ape" last week and the stimulus plan but completely missed the ball.
There is no way that can make such a racial insult and get away with it. I think that the person responsible for this and the editor that let it go should be punished some way. They miss represented the President as an African American and also the lady who had the chimp as a pet.
Also there is no way that we are (mis)interpreting the picture. Just because you are trying to be funny doesn't mean you can make a racial comment, try to go another way the idea.
